Clean Fuel Contracts

For the Dutch sustainable biofuels platform, Vincent participated in a feasibility study for a system to provide transparency on the sustainability performance and CO2 impact of biofuels. Vincent focused on the customer needs for such a system that could provide certified information on the performance of biofuels directly to end users. This information could be used, for instance, to back company CO2 footprints and as proof of CO2 emission reductions in procurement procedures. (2020 -

CO2 Performance Ladder

The CO2 Performance Ladder (CO2-Prestatieladder) is a certification scheme for CO2 management and procurement.

Measurement tools for sustainability.
Vincent has developed procurement tools for infrastructure projects focusing on asphalt maintenance and use of mobile equipment. The tools help to provide incentives to reduce the environmental impact of construction projects. They built on LCA (Life Cycle Analysis) methodology, are easy to use in tender procedures and provide guidance how agreed measures can be verified during project execution.

Reduction measures list. Long term support to develop and update the ‘reduction measures list’. It is a list with CO2 reduction measures that certified organisations fill out to indicate the measures that are being implementing. At the same time the list functions as a monitoring tool. SQ Consult has developed the list, carries out annual updates to review existing measures and add new ones, and provides annual reports on the implementation of measures across the participating organisations  (SQ Consult 2015 - ongoing).

Towards version 3.0 and 3.1. Further development of the CO2 Performance Ladder (2013/15 and 2019).  Secretary to several working groups, consisting of different stakeholders, improving and clarifying different aspects of the Ladder (boundaries, objectives, use in tenders, value chain requirements)  in preparation of Handbook version 3.0.  Introduction of the 'projectdossier' in version 3.1.

Rijkswaterstaat: Monitoring methodology 

Rijkswaterstaat aims to become climate neutral, also in the projects that they commission. With SQ Consult, Lutz Consulting and Pernosco we have developed a methodology to monitor emissions related to infrastructure projects that also functions as a reference system for future infrastructure projects. The methodology includes both monitoring of short term goals and project emissions, and long term goals and innovation. (SQ Consult 2017/18)

Dutch ministry of Foreign Affairs

Coordinating policy officer (interim - 2015/16) at the Dutch Ministry of Foreign Affairs. Vincent was involved in a number of different dossiers: reporting to the UNFCCC on climate finance; reporting development results to the Dutch Parliament; assistance to the Dutch board member of the Green Climate Fund (GCF); start of the fund “Climate Investor One (CIO)”; policy coordination related to zero deforestation and climate change. 

European Parliament: Energy storage

Research for the ITRE Commission of the EP on the regulatory bottlenecks hampering the uptake of energy storage. Which market designs and regulatory incentives are needed? (2015 - SQ Consult)  

Emissions trading

European Commission DG Clima (2013 - SQ Consult). Study on the possible expansion of European emissions trading system (EU ETS) into transport and Built Environment. 

Dutch ministry of Environment (2007 - KPMG). Evaluation of the implementation of emissions trading, focusing on legal implementation, functioning of the market and functioning of the Emissions Authority in the Netherlands.
